About Us

Bertram A. Horowitz, F.C.A.S., M.A.A.A., President of Bertram Horowitz, Inc., Actuarial and Risk Consultants and the former Special Deputy Superintendent and Financial Actuary for the New York Insurance Department, is a nationally recognized expert in actuarial science and insurance regulatory issues.  Mr. Horowitz has 35+ years of experience in insurance regulation and has been involved in innovative solutions to insurance and regulatory financial crises.

Bert Horowitz graduated Magna Cum Laude as a Bachelor of Science in Applied Mathematics from S.U.N.Y. at Stony Brook.  Mr. Horowitz holds a Master of Science in Mathematics from Brown University.

In 1979, following five years as an actuary at Royal-Globe Insurance Company, Mr. Horowitz began his employment as Supervising Casualty Actuary for the New York State Insurance Department. Mr. Horowitz directed the Casualty Actuarial Unit of the Examinations/Property Companies Bureau in  actuarial loss reserve and solvency evaluations in conjunction with the statuary examination system. In 1980, Mr. Horowitz was admitted as a Member of the American Academy of Actuaries. 

In 1982, Mr. Horowitz was admitted as a Fellow of the Casualty Actuarial Society and was promoted to Assistant Chief Casualty Actuary.  As Assistant Chief Casualty Actuary, his duties expanded to include advising the Superintendent of Insurance on medical malpractice insurance issues and Annual Statement blanks.  The Superintendent designated Mr. Horowitz to serve as a New York representative on the National Association of Insurance Commissioners (NAIC) Blanks sub-committee which considers the form in which insurers report their historic experience.  During his tenure as Assistant Chief Casualty Actuary, Mr. Horowitz successfully defended actuarial findings in hearings and trials, represented the Superintendent before specialized groups, interacted with the Governor's office and the Legislature, consulted with the Division of Budget, and became an increasingly important advisor in the overall policy-making decisions of the New York Insurance Department. 

During 1985, Mr. Horowitz was promoted to the position of Special Deputy Superintendent and Financial Actuary, which was created in recognition of his value to the New York Insurance Department.  At that time, his duties further broadened to include recommendations and advice on all of the major property/casualty insurance issues before the Superintendent including, but not limited to, consideration of claims-made policy forms, liability crisis/flex-rating, new legislation and regulations, discounting of loss reserves, and highly confidential special projects.  Mr. Horowitz' actuarial expertise was very valuable to enable the Superintendent to address the critical property/casualty issues before the Department.

In 1986, Mr. Horowitz resigned his position as Special Deputy Superintendent and Financial Actuary to establish the private actuarial consulting firm of Bertram Horowitz, Inc., Actuarial and Risk Consultants which specializes in assisting governments with the administration of their laws and policies.  Bert Horowitz's career has been largely devoted to the appropriate implementation of government regulations, consideration of the economic consequences of government policy and the development of innovative solutions. Mr. Horowitz has remained active in the growth and establishment of actuarial principles and standards through his service on various committees of the Casualty Actuarial Society and American Academy of Actuaries.  Mr. Horowitz frequently appears as guest speaker, panelist and moderator in several forums including the Casualty Loss Reserve Seminar and the NAIC.
